A HEAT INSULATION PIPE COVER 100 HAS A LAMINATED CYLINDRICAL BODY INCLUDING A FIRST CYLINDRICAL LAYER (102), A SECOND CYLINDRICAL LAYER (24), AND A THIRD CYLINDRICAL LAYER (26). EACH OF THE FIRST THROUGH THREE CYLINDRICAL LAYER IS FORMED BY SPIRALLY WINDING A FOAM TAPE AROUND A MANDREL OR INNER CYLINDRICAL LAYER SUCH THAT EDGES OF ADJACENT TURNS OF THE FOAM TAPE ABUT AGAINST EACH OTHER AND BONDED TOGETHER. A THICK, HEAT INSULATION PIPE COVER CAN BE OBTAINED WHICH EXHIBITS A UNIFORM SHAPE, LARGE FLEXIBILITY AND AN EXCELLENT UNITARY BODY FREE FROM GAP OR THERMAL FUSION DEFECTS. (FIGURE 1)
