PROBLEM TO BE SOLVED: To form a hardener-grouted layer of high quality, by reducing, to a minimum, generation of sludge slime which can be industrial waste, and preventing influence of the sludge slime on the surrounding soil caused by diffusion and permeation of the same. SOLUTION: A grouting rod 1 is rotatively lowered in target soil X while spraying water from front-end spray nozzles 21, 22 and blowing air from a plurality of blowing holes 12 in a wall on a side closer to the rod, whereby the target soil is cut and raised by a screw auger section 3. Then, the cut soil is lifted to a rod insertion port by air blown out from the rod-side wall blowing holes 12 at portions above the screw auger section 3, to thereby form a core void Y supported by a ring wing 4. Thereafter, while a hardener is sprayed under high pressure from the front-end spray nozzles and air is blown from the plurality of the blowing holes 12 on the rod-side wall, the grouting rod is rotatively moved in a drawing-out direction, to thereby form a soil hardener- grouted layer Z. Thus, surplus materials are intensively discharged by airlift effect through the core void Y, whereby slime is prevented from externally permeating from a brittle portion of a discharging passage to undesired portions of the soil.
