<p><P>PROBLEM TO BE SOLVED: To provide an organic solar cell device having superior efficiency of energy conversion and high-temperature/high-humidity durability, and to provide a method of manufacturing the organic solar cell device. <P>SOLUTION: The organic solar cell device 10 includes laminated layers consisting of a second electrode 15, a first light-transmitting electrode 12, and an organic layer 13 which contains a power-generating layer and is interposed between the second electrode and the first light-transmitting electrode. An interface 14 between the organic layer and the second electrode has a fine irregular structure. The organic solar cell device also includes a fluorine-containing compound located near the interface.
