PROBLEM TO BE SOLVED: To reduce a radio area while suppressing reduction in communication quality in a terminal device.SOLUTION: A radio communication device comprises: a movement target detection unit for detecting a terminal device receiving influence to a certain extent or more in the case of reducing a radio area of the radio communication device, on the basis of a transmission power reduction amount in reducing the radio area and terminal information showing reception environment of a terminal device being communicating with the radio communication device; and a first control unit for transmitting detection result information showing that movement is necessary for suppressing reduction in communication quality in reducing the radio area, to the terminal device detected by the movement target detection unit. The terminal device comprises a second control unit for performing response showing whether or not to approve the reduction in the radio area by the radio communication device, when receiving the detection result information from the radio communication device. The first control unit determines whether or not to perform reduction in the radio area, in response to the response from the terminal device.
