A construction material which includes a base and a coating layer and on which a multilayered low-radiation coating which successively includes a low-radiation conductive layer, a dielectric layer, and an optical absorption metal layer is applied; and a low-radiation coating layer manufacturing method are provided. According to an embodiment of the present invention, a low-radiation coating layer which obtains heat resistance while having thermal insulation performance and which enables a thermal treatment.
