PURPOSE: A drawing analyzing system and a method thereof are provided to automatically convert a drawing layer into a map except for a reference layer by analyzing the drawing layer and accumulating only necessary data for map building. CONSTITUTION: An extracting unit(100) stores rules and a data attribute value extracted from a drawing database. A map manufacturing unit(400) applies the data attribute value and the rules to manufacture a map and storage unit(500) stores the map. A setting unit(200) sets the data attribute value and the rules based on data of the extracting unit. A correcting unit(300) corrects the data attribute value and the rules for the map. The map manufacturing unit applies the corrected data attribute value and the corrected rules to the drawing database to manufacture the map. The drawing database includes 2D or 3D drawing data.
