The device has a driving unit e.g. motor, for rotating a wheel (2), and a measurement unit e.g. sensor, for generating signals representative of characteristics of the wheel. A processing unit (5) placed on a rotating plate (8) processes the signals. The measurement unit is connected to the processing unit by wired connections (31). The connections are partly placed inside a sleeve (32) i.e. flexible plastic sheath. The sleeve has an end (38) attached to the wheel or driving unit and another end (39) attached to the rotating plate while the processing unit is fixed on the plate.
