A first protection threshold voltage (V1(C)) is set outside of a movable voltage range (44) of a battery, and a first voltage detector (61) detects whether the voltage of the battery (40) exceeds the first protection threshold voltage, and outputs a first detection signal when the first protection threshold voltage has been exceeded. A second protection threshold voltage V2(C) is set further outside of the movable voltage range (44) than the first protection threshold voltage, and a second voltage detector (62) detects whether the voltage of the battery (40) exceeds the second protection threshold voltage, and outputs a second detection signal when the second protection threshold voltage has been exceeded. The first voltage detector (61) is a hard voltage detection means that operates according to the voltage value itself of the battery (40), and the second voltage detector (62) is soft voltage detection means that uses a signal related to the voltage value of the battery (40).
