PROBLEM TO BE SOLVED: To certainly measure various characteristic values of a large number of electric works installed in a wide range without an error. SOLUTION: In a characteristic value measurement system for measuring the electrical characteristic value with the electric work as a measurement target, a characteristic value measurement device includes a characteristic value measurement part for measuring the electrical characteristic value; and a measurement processing part associating an electric work identifier that is an identification code added to the measurement target when measuring the electrical characteristic value, an electrical characteristic measurement value of the electric work, and information about a measurement position wherein the measurement is executed, and making them to be stored. A management device which can be communicably connected with the characteristic value measurement device includes a measurement target information storage part storing installation position information of each electric work in association with the electric work identifier of the electric work that is the measurement target; and a measurement data processing part acquiring the electric work identifier and the measurement position information from the characteristic value measurement device, comparing the measurement position information with the installation position information, and outputting an abnormality detection signal of the effect that two sides vary over an allowable difference when detecting that the two sides vary over a predetermined allowable deviation.
