PROBLEM TO BE SOLVED: To provide a cylinder block plating apparatus and a cylinder block plating method, capable of suppressing any plating failure at an opening end of a cylinder bore on which the current is concentrated, and forming a uniform plating layer. SOLUTION: The plating apparatus 1 includes a loading table 3 for loading a cylinder block 101 having a cylindrical cylinder inner circumferential surface 103 for forming a cylinder bore 102, a cylindrical electrode 6 which is arranged in the cylinder bore 102 to form an annular processing liquid flow passage 4 between the cylinder inner circumferential surface 103 and itself, an annular seal member 21 which is abutted on an opening edge on one side of the cylinder bore 102 and has an opening having the diameter smaller than that of the cylinder inner circumferential surface 103 to reduce the sectional area of the processing liquid flow passage 4, and a processing liquid circulating device 12 which feeds the plating liquid 11 to the other side of the cylinder bore 102 and flows the plating liquid 11 from the other side to one side of the processing liquid flow passage 4.
