<P>PROBLEM TO BE SOLVED: To insure important communication lines even when environmental conditions of communication are impaired owing to rainfall, or the like. Ž<P>SOLUTION: In a satellite communication system which performs communication between ground stations via a satellite communication line, the C/N ratio of a high frequency band satellite communication line is always measured and when it is determined that the line quality is good from the C/N ratio thus measured, packetized data is assigned to a high frequency band and a low frequency band and transmission/reception is performed via the satellite communication lines of both bands simultaneously. In contrast, when it is determined that the line quality is impaired from the C/N ratio thus measured, switching is made to assign packetized data entirely to a low frequency band and transmission/reception is performed only via the low frequency band satellite communication line.
