PROBLEM TO BE SOLVED: To provide a liquid discharging head capable of securing resistance and reliability to contact with a liquid and satisfying capabilities of the liquid discharging head such as discharging performance or liquid fillability while assuring adhesion of laminated constitution layers, and to provide a liquid discharging device having the liquid discharging head. SOLUTION: The liquid discharging head, which includes a nozzle plate wherein nozzle holes are formed for discharging liquid droplets and is intended for discharging the liquid from the nozzle holes by pressurizing the liquid in a liquid chamber communicating with the nozzle holes, is configured such that a water-repellent layer 13 is formed on a silicon-oxidized membrane 12 which is formed on a titanic or titanic-oxidized membrane 11 which is formed on a surface of the discharging side 16 of the nozzle plate, and the silicon-oxidized membrane 12 is formed on the surface of the liquid chamber side 17 of the nozzle plate and on the inner surface of the nozzle hole, wherein the titanic or titanic-oxidized membrane 11 is coated with the silicon-oxidized membrane 12 and an interface between the silicon-oxidized membrane 12 and the titanic or titanic-oxidized membrane 11 is not exposed to a liquid contact surface.
