PROBLEM TO BE SOLVED: To obtain a network relay apparatus, communication system and network relay method capable of managing the time of arrival of a signal at each communication device by using a network, which is configured by connecting a plurality of communication devices in series, and a normal signal. SOLUTION: The relay apparatus 203 includes a first-in first-out (FIFO) storage section 223 for sequentially storing signals to be sent out to a network configured by connecting a plurality of communication devices in series. A rearrangement necessity discriminating section 225 makes the signal to be sent out stored in the FIFO storage section 223 correspond to each communication device as a destination, and raises a transmission priority of the signal to a communication device that requires speedy transmission.
