PROBLEM TO BE SOLVED: To provide an illumination-designing device which makes it easy to objectively evaluate illumination, and also provide an illumination-designing method. SOLUTION: The illumination-designing device is provided with a number-of-unit computing part which computes the number of illumination units on the basis of floor areas in a building, target illuminance and the whole luminous flux of the illumination units; an arrangement-determining part which determines the arrangement of the illumination units to be installed on the ceilings of the building on the basis of the computed number of the illumination units; an illuminance-computing part which computes the illuminance on the ceilings, floors and walls of the building on the basis of the determined arrangement of the illumination units; an illuminance ratio-computing part which computes the illuminance ratios of the ceilings to the floors and the illuminance ratios of the walls to the floors on the basis of the computed illuminance; an evaluation table which correspondingly represents the illuminance ratios and evaluation values; and an evaluation value-computing part which computes the evaluation values on the basis of the evaluation table and the computed illuminance ratios.
