PROBLEM TO BE SOLVED: To provide a fixing device etc., capable of facilitating production in spite of having a configuration to output an image of high sharpness. SOLUTION: A heating roll 11 includes a cylindrical arbor, and an elastic layer formed on the peripheral surface of the arbor. A fixing belt 13 includes a belt substrate, an elastic layer formed on the surface of the belt substrate, and a release layer formed as an outermost layer on the outer side of the elastic layer. The thickness of the elastic layer of the fixing belt 13 is equal to or thinner than the thickness of the elastic layer of the heating roll 11. The elastic layer of a heating roll 11 and the elastic layer of the fixing belt 13 exist in a nip section N and the elastic layer of the fixing belt 13 exists in a cooling section by a cooling device 14 succeeding to the nip section N.
