PROBLEM TO BE SOLVED: To provide a radiological image conversion panel that prevents the occurrence of stains (tarnish) on a surface of a phosphor layer in heat treatment by preventing adhesion of contaminants and dust on the surface of the phosphor layer, and can acquire a high-quality image having few point defects. SOLUTION: The method for manufacturing the radiological image conversion panel includes a process of forming the phosphor layer on a substrate by vapor-phase deposition method and then heat-treating the phosphor layer formed, and the phosphor layer is protected by a cover that does not seal the phosphor layer, after the completion of deposition and until the completion of the heat treatment. After the completion of evaporation and before the heat treatment, it is preferable that the phosphor layer be humidified and that the contaminants and dust adhering to the surface be removed.
