PROBLEM TO BE SOLVED: To suppress the occurrence of through-deterioration when a frame frequency of an image is converted.

SOLUTION: When a foreground 1012 moves to right at a comparatively low speed in a case where a background 1011 moves to left of a motion vector V1 at a comparatively high speed, an area of the background at a position corresponding to a position after the foreground 1012 moves becomes a covered area and it becomes difficult to detect a motion. When the motion vector V1 in a dangerous area 1014 between the covered area 1013 and the foreground 1012 is assigned to a frame generated by converting a frame frequency, through-deterioration may occur in the foreground 1012 frequently. Then, the assignment of the motion vector V1 in a pixel 1015 in the dangerous area 1014 is prohibited.
