PROBLEM TO BE SOLVED: To provide a radio access method and system controlled by a reception side device. SOLUTION: The radio access method comprises an access request step, a calling step, a calling message reception step and a calling notification step. A reception side device presents calling notification to a user before access is established, and when a user rejects this time speech, this time access is not constructed so that electric energy to be consumed when constructing access can be saved, and when the user selects reception, this time access is constructed by a general process.
