PROBLEM TO BE SOLVED: To increase working efficiency and suppress cost required for working when a web is taken up and payed out by simultaneously rotating two paper tubes. SOLUTION: This automatic take-up/pay-out machine comprises a base 2 and a pair of plates 3 vertically installed on the base 2, a cylindrical housing 4 passed through a clearance between the pair of plates 3, a pipe-like first rotating shaft 5 rotatably locked to the housing 4 so as to be partly inserted into the housing 4, a second rotating shaft 8 rotatably locked to the rotating shaft 5 so as to be partly inserted into the first rotating shaft 5, a first motor 15A for rotating the first rotating shaft 5 connected to the first rotating shaft 5 through a transmission means 12, and a second motor 15B for rotating the second rotating shaft 8 connected to the second rotating shaft 8 through the transmission means 12.
