<p><P>PROBLEM TO BE SOLVED: To apply compression encoding processing to a video signal in compliance with a prescribed image compression standard by taking it into account that a bit stream is divided into packets suitable for a network. <P>SOLUTION: An RTP stream processing section 103 determines an output code amount in a range not in excess of an MTU while being in cross-reference with the adopted image compression standard, and extracts bit streams whose output is determined from an entropy encoding section 102 and transfers them to a buffer 105.
