PROBLEM TO BE SOLVED: To provide a battery discharging device which realizes downsizing of equipment by eliminating heat dissipation means, since the device reduces heat evolution caused by refresh discharge of the equipment when the refresh discharge is performed. SOLUTION: The battery discharging device for discharging the battery comprises a Pertier element and a polarity switching means for switching polarities between battery to be discharged and the Pertier element. The battery and the Pertier element are connected to each other through the polarity switching means. The polarity of voltage applied to the Pertier element is constituted so as to be continuously switched by the polarity switching means. COPYRIGHT: (C)2004,JPO
