PURPOSE: A method of controlling traffic flow using a token bucket is provided to monitor overflow or packet drop of a token bucket of traffic flow, and to search an abnormal class, then to monitor whether to fit in with merging and dividing conditions for traffic flow of the abnormal class only, thereby controlling a class merging or a dividing process. CONSTITUTION: When a packet is applied to a traffic flow processor, the packet is processed by traffic flow of the packet(S10). The processor monitors token buckets of each node of the traffic flow in order to monitor the traffic flow(S11). The processor decides whether overflow or packet drop generated in the token buckets fits in with merging or dividing conditions(S12,S13). If the merging conditions are fitted, the processor merges flows corresponding to lower nodes of the nodes(S14). If the dividing conditions are fitted, the processor divides the nodes to form flows of two lower nodes(S15).
