PROBLEM TO BE SOLVED: To provide a separator for an electrolytic capacitor, which has an excellent shelf characteristic, and a method of manufacturing the same, and an electrolytic capacitor using this separator. SOLUTION: The separator for an electrolytic capacitor is attached with combined bodies made by bonding phosphoric acid ions with a water soluble metallic complex, and so the quantity of phosphoric acid ions in an electrolyte can be kept appropriately for a long time, resulting in suppressed deterioration of an electrode foil after the separator is left on the shelf. Consequently, the electrolytic capacitor using this separator can be provided with an improved shelf life.
