PROBLEM TO BE SOLVED: To provide a common bus for exhibiting the data transferring capabilities of a main storage device and a common bus to a maximum level by preventing specific bus master from occupying the common bus. SOLUTION: Plural bus masters 10-30 are respectively provided with a high- priority use request signal generating means 11 and a low-priority use request signal generating means 12; and a bus arbiter 60 is provided with a high/low priority order judging means 61 for judging the high- or low-priority order of the received signal, a low-priority use stopping means 62 for stopping the use request of a bus master which is being used in the low-priority order, when it is judged that the high- or low-priority order has been applied, and a high- priority use permitting means 63 for permitting the use request of a bus master which issues a high-priority signal.
