PROBLEM TO BE SOLVED: To provide a system for collecting information published on WEB page, with which locally close information existent around a user is collected on a WEB page. SOLUTION: A benefit provided by the device of a banner advertisement or affiliate program desired to display for a specified area is returned to a published information provider so that various kinds of locally close information can be collected on the WEB page.
