PROBLEM TO BE SOLVED: To provide a cable television system by which a viewer can select a viewing form according to its reference and a cable television station can bill charging the viewer depending on the viewing form of the viewer, and to provide its pay program charging method. SOLUTION: A cable television station 1 distributes a pay program and an advertisement program via a cable television network 2 and distributes address information of an advertisement site relating to the advertisement program. An advertisement service provider uses a server 5 to provide the advertisement site and a user uses a terminal 3 to view the pay program and the advertisement program to access each Web page of the advertisement site via the Internet. Then the cable television station bills charging on the viewing of the pay program in response to the viewing form of the advertisement program or the advertisement site by the user terminal.
