PROBLEM TO BE SOLVED: To provide a method of manufacturing a cold-steel sheet to make it possible to manufacture a steel sheet with uniform surface properties even during high-speed rolling. SOLUTION: Inlet-side coolant headers 5 of the last stand are arranged on the inlet side away from a roll bite position. A memory 11 decides the upper and lower strip coolant flow rates on the basis of the table stored in accordance with the rolling speed determined from the rotating speed measured with a roll tachometer 12 of the last stand and the target surface roughness of the cold-rolled steel sheet, and sends the signal to a valve opening controller 13. The valve opening controller 13 controls the opening of flow control valves 10a and 10b. The flow rate of the lower strip coolant is made higher than that of the upper side, thereby uniformizing the surface roughness of the upper and lower surfaces of the steel sheet. Since the inlet-side coolant header 5 of the last stand is away from the roll bite, this effect is not lost even during high-speed rolling.
