PURPOSE: Provided is a surface-treated layer for a display element such as a cathode-ray tube produced by a low temperature sintering process, which is excellent in a conductivity and a layer hardness. CONSTITUTION: The surface-treated layer is produced by the process comprising the steps of: preheating a surface of a substrate plate at 50-150°C; coating the substrate plate with a silicon-based surface treating composition; spraying a polycondensing catalyst of the silicon-based compound such as pure water, acidic or basic aqueous solution to the coated substrate; sintering the substrate at 80-200°C.
