PROBLEM TO BE SOLVED: To provide a card issuing device controlled at processing speed adjusted to operation speed optimum for individual customers executing operations. SOLUTION: A main control part 1 always communicates with a customer operation part 3 and transmits control commands to LCDD 5, a sound part 6, a peripheral control part 7, a receipt printer part 8 and a card generation part 9 in accordance with the processing procedure of a card automatic issuing device. The main control part 1 inputs response signals from respective parts to the commands to the respective parts and detects whether a processing on instructed control is normally terminated or not. A processing speed calculation part 2 is incorporated in the main control part 1 and calculates operation speed at which a customer operates a touch panel 4 based on time when the touch panel 4 is depressed. The customer operation part 3 is formed of the touch panel 4 inputting various pieces of data for the operation of card generation by the customer, LCD 5 displaying the operation instruction of an operation course to the customer and a sound part 6 guiding the operation (operation indication to the customer with sound.
