PROBLEM TO BE SOLVED: To improve reliability without lowering transmission efficiency by monitoring the empty state of a channel to be used while temporarily stopping data transmission, and transmitting data while using the other empty channel when the channel to be sued is not empty. SOLUTION: The interval transmission/reception of operating a reception part 11 while temporarily stopping the transmission for prescribed time (r) after executing the transmission for the other prescribed time (t) is performed by a transmission/reception controller 21. The dead state of a channel to be used for transmission is confirmed during the time (r). When the channel to be used is judged dead for the time (r), the interval transmission/reception is continued while using the channel as it is. When it is judged the channel to be used is used by any other person, (m) seconds for empty state confirmation time before communication is set into (n) seconds for dead state confirmation time before communication, the channel fixed by a reception part 11 is canceled, and the other channel is scanned for searching the dead channel.
