PROBLEM TO BE SOLVED: To execute the formation of an electric field without using electrodes and to overcome various limits derived from the use of the electrodes by disposing an electromagnetic coil at a system in which the cells of plant and animals are included and inducing pulse voltages having polarities into the system when the cells are treated by applying the electric field to the system. SOLUTION: The living body 1 of a mouse injected with many kinds of DNAs is, for example, used as the cell-contg. system and, for example, a multiturn coil 2 formed to an 8 shape is used as the electromagnetic coil. A switch 4 is made to execute prescribed on/off action, by which the pulse current time serially asymmetric in the waveform of the ascending period and the waveform of the descending period of the current is passed to the coil 2 and the pulse voltages having the polarities (asymmetric on the positive pole side and the negative pole side) is induced in the cell-contg. system. At this time, the steepness of the attenuation in the descending period of the current is larger and eventually the peak voltage on the negative pole side is larger as the ratio of the sum of a resistor 6 for attenuation factor regulation and the internal resistor of the coil 2 to the inductance of the coil 2 is larger.
