PROBLEM TO BE SOLVED: To execute the formation of an electric field without using electrodes and to overcome various limits derived from the use of the electrodes by disposing an electromagnetic coil at a system in which the cells of plant and animals are included and inducing pulse voltages having polarities into the system when the cells are treated by applying the electric field to the system.
