PROBLEM TO BE SOLVED: To obtain a phosphor with color filter comprising homogeneously stuck fine pigment particles having excellent filtering effects by making fine pigment particles adsorbed onto a polymer thin film by a specific method after coating the phosphor powder with the polymer thin film by coacervation method. SOLUTION: The phosphor powder 12 is coated with a polymer thin film (preferably a hardened gelatin thin film) 13 by coacervation method. The covered phosphor powder is immersed in a dispersion liquid of the fine pigment particles of the same color to the luminescent color of the prescribed phosphor powder to make the fine pigment particles 11 adsorbed on the polymer thin film 13. The preferable particle size of the fine pigment particle is 0.1μm or less. The dispersion liquid of the fine pigment particles having about 0.03μm of the particle size is obtained by treating this fine pigment particles with a polymer electrolytic dispersing agent such as polymeric polycarboxylic acid or the like in a ball mill or ultrasonic treatment. A high contrast color cathode ray tube can be obtained by using this phosphor.
