PROBLEM TO BE SOLVED: To inhibit or suppress the use of only a mobile station placed in a mobile station use inhibit area (place). SOLUTION: A small sized base station 7 is placed at an entrance or an inside of a use inhibit area of a mobile station 1. The small sized base station monitors a radio wave of a mobile station and when the base station senses the intrusion of the mobile station, the base station requests transmission stop of a polling channel(PCH) to an existing base station 8. Then the mobile station is called by the PCH during stop and a fact of use inhibit is transmitted in a form of a character message and a forced power supply cut is instructed to forcibly cut off the power source of the mobile station.
