PURPOSE: To allow a receiver side to display characters such as emergency information or the like together with a video image without expanding and decoding of a digital video signal having been subjected to high efficiency compression and coding by a transmitter side and to be sent to the receiver. CONSTITUTION: A multiplexer 110 multiplexes a digital information signal representing a character generated by an information stream generator 107 with N-stage of priority information added thereto with a digital video signal and a digital audio signal and a transmitter sends the multiplexed signals to a receiver. Then the receiver discriminates whether or not the character represented by the digital information signal is to be displayed based on the priority information added to the digital information signal and discriminates it to be displayed, the character represented by the digital information signal is displayed together with a video image represented by the digital video signal.
