PURPOSE:To revise a restriction pattern even when a revision period is short by receiving restriction information from a remote maintenance monitor control ler in response to a restriction level in a base station controller and revising the restriction pattern automatically according to the revision period. CONSTITUTION:When a congestion detection processing section 12 detects congestion, the processing section 12 sends a congestion notice signal 81 to a remote maintenance monitor controller. A restriction level strengthen processing section 53 decides a restriction pattern and a revised period in response to a restriction level, edits a restriction information signal 82 comprising a restriction object mobile body terminal equipment group pattern and a restriction object mobile body terminal equipment group revision period, and a restriction information transmission processing section 54 sends the edited signal to a base station controller. A restriction information reception section 21 extracts the restriction pattern and the revised period from the restriction information signal 82 and stores it and a restriction rotation section 31 starts a congestion restriction section 41 based on the restriction period and the congestion restriction section 41 revises the restriction pattern.
