CONSTITUTION:When each part of a device is started by a switch operating part 12, the remaining quantity of a frequency corresponding to an amount value which has been paid in advance and a consumption state of a limit time are displayed suitably on a display part 11. In this case, in accordance with the remaining quantity of the frequency at the time of a starting operation, the time corresponding to a parking limit time or its frequency is calculated by the second arithmetic part 50, and displayed as an initial value on the display part 11. A time counting part 41 measures the consumption quantity of the limit time, and the first arithmetic part 42 converts a result of measurement by the time counting part 41 and calculates the remaining quantity of the frequency.
