PURPOSE:To allow the efficient activation processing by applying the positive electrode electrolysis processing to a negative electrode in an aqueous solution containing halogenate ions while it is laminated as a cell. CONSTITUTION:The positive electrode electrolysis processing is applied at least to a negative electrode out of a positive electrode and the negative electrode in an aqueous solution containing halogenide ions. In this case, a more excellent effect is exerted when the positive electrode electrolysis processing is applied while the negative electrode is laminated as a cell. No special activation processing facility is thereby required, the activation processing can be simply performed at an ordinary temperature while the electrode is laminated as the cell and set at the service space, and the activation processing can be efficiently performed as it is even if the deterioration in the electrode performance occurs during the operation. |
