PURPOSE:To prevent a picture image from recording when the picture image is influenced by clouds by acquiring the picture image by an optical sensor loaded on a satellite, discriminating signals above a specified level after inputting a picture image signal outputted from the optical sensor to a picture image valuation device and recording the picture image signal discriminated by the picture image valuation device to a recording device. CONSTITUTION:Some extent of picture image signal acquired by an optical sensor 11 is memorized at the first or the second buffer, a buffer 21 or a buffer 22, by a control of the first switch, the switch 24. A memorized picture image data here is inputted to a processor 23 and receives a level check. In other words, the cloud is discriminated by utilizing the truth that the level of the information of the cloud is higher than that obtained at a surface. Immediately after this discrimination, the percentage covered with cloud in the picture image signal is counted and compared with a limiting value inputted in advance. Then, the picture image data is transferred to a recording device 13 through the second switch, the switch 25, when a pulse duty factor is within the limiting value. On the other hand, the picture image data is eliminated when the facter is over the limiting value.
