The device has an extendable and retractable handle shaft (1) comprising four segments (1a-1d) and a bottomless armature (2) at its base. A disposable bag is introduced in the armature and is maintained by a rubber band (3) which tightens edges of the bag on the armature. A restraint system (4) fixed at the segment (1a) is fixed with a ring (5) receiving the band and an articulation axle (6) permitting a folding/opening of the armature.
