PROBLEM TO BE SOLVED: To provide a rotating body cleaning device where a belt shape sheet member can be moved without the need for an actuator with a strong driving force and while aiming to make a device smaller and low cost, a heating device and an image forming device provided with the heating device. SOLUTION: In the device, a winding stopper mechanism 16 is provided, a unwoven cloth 9 is able to be engaged to it in order to prevent the movement of the unwoven cloth 9 and the unwoven cloth 9 is constituted to be carried in a specified direction following the surface of a upper rubber roller 1 by being slid against the upper rubber roller 1 that is slid against the unwoven cloth 9 when the engagement by the winding stopper mechanism 16 is released.
