PROBLEM TO BE SOLVED: To weight the quality of each hierarchy by using the quality of a video frame unit, and to derive the user perceived quality by using the quality of each hierarchy thus weighted.SOLUTION: A video quality evaluation apparatus for evaluating the quality of video has a hierarchy quality derivation unit for deriving a hierarchy quality, i.e., the quality of each hierarchy, on the basis of the quality of a video frame unit derived from an input signal, and the hierarchy of encoding derived from an input signal, and a video quality evaluation unit for deriving the evaluation value of the quality of video, on the basis of the hierarchy quality derived from the hierarchy quality derivation unit. |
