<p><P>PROBLEM TO BE SOLVED: To provide an organic EL device which has a light-transmitting property and can restrain irradiation to unnecessary directions, and to provide a method of manufacturing the same. <P>SOLUTION: In the light-emitting member wherein a first conductive electrode layer formed of at least a light-transmitting member on a light-transmitting substrate, a laminate layer made from a plurality of compound layers including organic light-emitting layers, and a second conductive electrode layer formed of the light-transmitting member are laminated in order, the second conductive electrode layer includes a region capable of passing 50% or more of visible light in a range of 2-40% of the whole area.
