PROBLEM TO BE SOLVED: To provide a substrate with a transparent conductive film, a touch panel substrate, a front protective plate integrated with a touch panel for a display device, and a display device, which are configured in such a way that a pattern of a transparent conductive film can be made easily and stably invisible without using interference of a thin film formed by a vapor phase growth method.SOLUTION: A substrate 10 with a transparent conductive film includes a transparent conductive film 2 on one surface of a light-transmitting substrate 1 and further includes an optical adjusting layer 3 disposed between and in contact with the light-transmitting substrate and the transparent conductive film. The optical adjusting layer has a refractive index n3 satisfying a relationship with a refractive index n1 of the light-transmitting substrate and a refractive index n2 of the transparent conductive film, represented by n1
