A plant control method includes: a target calculating step of inputting a control target of a plant which is a control object; a response estimating step of extracting an applied frequency response plot corresponding to the control target from a database which includes a plurality of frequency response plots obtained by analyzing a finite element model of the plant; a transfer function calculating step of producing a plant transfer function of the plant from the applied frequency response plot; and a control step of controlling the plant using the transfer function.
