PURPOSE: A cathode structure and a hybrid capacitor using the same are provided to improve operating voltage using activated carbon and graphite as a negative electrode of the hybrid capacitor. CONSTITUTION: A graphite layer(130) and an activated carbon layer(120) are formed on a collector plate(110). The thickness of the graphite layer and activated carbon layer is 20 to 300micrometers. The graphite layer and activated carbon layer are rolled and formed on the collector plate. A positive electrode comprises one or more layers of lithium metal oxide and lithium metal phosphate formed on the collector plate. The collector plate is comprised of an electric conduction metal thin film.
