<P>PROBLEM TO BE SOLVED: To meet detailed requests per user to heighten the comfort of the user. <P>SOLUTION: Following are included: an illumination control area identification unit 16 which identifies the control area of an illumination 1 centering around a seat 2 of a user from the position of the seat 2 of the user and a motif that selection has been accepted by a selection acceptance unit 15; a control target illumination setting unit 17 which, after identifying the illumination 1 present in a control area identified by the illumination control area identification unit 16, sets the illumination 1 to be a target illumination to be controlled; and a presence determination unit 18 which determines whether the user stays in his/her seat.
