PURPOSE: A terminal device and method thereof based on a client hypervisor are provided to enable a client hypervisor management server to install, replace, change, and remove the image of a VM. CONSTITUTION: A service module(120) is installed in a VM(Virtual Machine) image. A storage unit(143) stores the VM image. A client hypervisor(1) refers to a VM operation policy about the installation, replacement, and removal of the VM and selects the VM image which is suitable for the VM operation policy. The client hypervisor replaces the installed service module with the selected VM image. The VM operation policy is received from a service management server(300) which manages the client hypervisor.
