IMAGE DECODING METHOD, AND IMAGE ENCODING SIGNAL

PROBLEM TO BE SOLVED: To provide an image encoding method capable of preventing a picture which cannot be decoded from happening while taking necessary memory capacity into consideration in image decoding.

SOLUTION: The image decoding method includes: a step of determining whether a decoded reference image stored in a buffer is never referred to or not; and a step of outputting the reference image stored in the buffer as a decoded image, and then, releasing the buffer in response to a result of determination of the fourth determination step; and a step of outputting a non-reference image stored in the buffer as a decoded image, and then, releasing the buffer.
