<P>PROBLEM TO BE SOLVED: To provide a charging system and a charging control device for collective housing, capable charging each of cars by a charging terminal while preventing a usage current or a usage capacity of a common electric light from exceeding an upper limit value in a parking lot of collective housing. Ž<P>SOLUTION: The vehicle charging system includes a relay for controlling power supply from a common electric light to the charging terminal, a reception unit for receiving a charging start request of the charging terminal by a user, a detection unit for detecting the usage current or usage capacity of the common electric light, a reserve capacity decision unit for determining the availability of a charging reserve capacity, i.e., the charging reserve capacity in which the total current or total capacity obtained by adding the current or capacity required for charging by the charging terminal to the usage current or usage capacity detected by the detection unit is not more than the upper limit value of the common electric light, and a control unit for controlling the relay so that if the charging reserve capacity is enough at the time requested to start charging based on the charging start request, the charging terminal starts charging at the time requested to start charging, and if not, the charging terminal is put in the standby state of charging until the charging reserve capacity becomes enough.
