PROBLEM TO BE SOLVED: To provide always a guide route optimum to a user even if traffic rules vary by states or districts. SOLUTION: This device is equipped with; a storage means 1a stored with map data including a first piece of information for indicating whether a traffic signal is present at an intersection and a second piece of information reflecting differences in traffic rules varying by the states or the districts; a storage means 25 stored with data on link costs determined based on a definite rule according to road assortment etc. and intersection passing direction costs determined based on a definite rule according to the angle of right-hand or left-hand turn at the intersection of each node and the first and second pieces of information; and a control means 18 operatively connected to the respective storage means. When a destination is set up, a link cost and an intersection passing direction cost are set up for each link up to the destination by referring to the data stored in the respective storage means to search for such a route as to minimize a traffic cost up to the destination by summating the respective costs.
